Kultur | lx – Arts Council Luxembourg is a public institution that supports the development and international promotion of Luxembourgish culture and creativity. It aims to professionalize the sector and foster professional exchanges between Luxembourg and other regions.
Kultur | lx’s missions are to:
- promote and support artists and other professional cultural actors, and to ensure the national and international dissemination of cultural projects benefiting from one or more forms of support provided by law;
- contribute, at both national and international levels, to the career development of artists and other professional cultural actors through grants, residencies, training, and project assistance;
- cooperate with Luxembourg’s diplomatic and consular network in carrying out other missions assigned to it;
- provide information on mobility support and other opportunities offered by other organizations;
- manage and operate, within the scope of its other assigned missions, the buildings made available to it by the State;
- carry out any other missions entrusted to it by laws and regulations.
Job description
Reporting directly to the Directors of Kultur | lx and working closely with the National Director, Head of Accounting, and Office Manager, the HR and Administration Manager will oversee the Administration and Finances department, with a particular focus on the day-to-day management of human resources and administrative aspects of Kultur | lx:
Human Resources Administrative Management
- Drafting and managing contracts, amendments, tracking absences, and maintaining personnel files;
- Supervising recruitment and onboarding processes;
- Monitoring working hours, leave, and compliance with legal declarations and obligations;
- Administrative follow-up on international travel and management of professional expenses;
- Providing daily HR support to foster a harmonious working environment and ensure the smooth operation of teams;
- Ensuring proper management and confidentiality of personal HR data in compliance with GDPR;
- Developing and improving digital HR management tools.
Administration and Finances
- Liaising with the fiduciary for payroll management;
- Reviewing and monitoring contracts and agreements (services, partnerships, etc.);
- Administrative management of the Board of Directors (preparation and follow-up of meetings, etc.);
- Occasional support in budget management and accounting entry (a plus);
- Participating in the improvement of internal administrative procedures;
- Supporting the structuring of an electronic archiving system and collaborative tools for the administrative department;
- Supervising department teams and collaborating on the department’s budget monitoring.
Any other tasks assigned by the Employer.
Profile
- Minimum 5 years’ experience in an HR and administrative role or a similar position, ideally in the cultural, non-profit, or institutional sector;
- Bachelor’s degree (bac+3) in Human Resources Management, Social Law, Public Administration, Management, Economics, or equivalent experience;
- Practical knowledge of Luxembourgish labor law, local administrative procedures, and rules specific to the public/para-public sector;
- Experience in payroll management, contracts, recruitment, and social relations;
- Strong organizational skills, attention to detail, autonomy, and sense of confidentiality;
- Ability to work as part of a team with a constructive and collaborative approach;
- Proficiency in office tools (Excel, Word, collaborative tools);
- Awareness of data protection issues (GDPR) and the modernization of HR tools;
- Ability to manage multiple tasks simultaneously;
- A keen interest in cultural institutions or cultural management is considered a valuable asset.
Languages required
French, English, German; Luxembourgish is an asset.
