Head of Division – Full-Stack Development (m/f)


Mission

The IT department of the CSSF is looking for an experienced and dynamic Division Head to lead our Full-Stack development teams (Java, React, Microservices) focused on overseeing the financial sector. The ideal candidate will be responsible for supervising the development of innovative software solutions, data collection tools, and analytical capabilities to enhance the surveillance capabilities of our agents and facilitate informed decision-making within the financial domain.


Role & responsibilities

  • Advises the Head of Department and his/her deputy by proposing measures to improve the operation of the CSSF's development teams
  • Coordinates and directs the division's activities and projects within the IT Business Solutions function
  • Mentors and manages team members in their role
  • Leads and manages Full-Stack development teams made up of 5-8 developers specialising in financial sector applications, including development experts, providing advice, support and mentoring to ensure the successful delivery of projects
  • Follow project management processes, including estimating, capacity planning, macro and micro-planning and day-to-day monitoring to ensure the timely delivery of high-quality solutions that meet regulatory requirements and industry standards
  • Following internal methodology and Agile best practice to foster a culture of collaboration, adaptability and continuous improvement within the teams, enabling a rapid response to changing regulatory demands and market dynamics
  • Working closely with stakeholders, including regulators, financial institutions, and internal departments, to understand needs, prioritise projects and ensure alignment with supervisory and strategic objectives
  • Oversee the design, development, testing and deployment of full-stack solutions and data analysis tools tailored to the unique needs of financial sector supervision, ensuring robustness, scalability, and security
  • Monitoring the progress of projects, identifying potential risks or problems, and taking proactive steps to resolve them, ensuring compliance with regulatory standards, and keeping projects on time and on budget
  • Foster a culture of innovation and excellence within the teams, encouraging the exploration of new technologies and methodologies to strengthen monitoring capabilities, automate processes and improve data-driven decision-making
  • Develop and maintain solid relationships with external partners, technology providers and industry experts to leverage expertise, resources and best practices in full-stack development and data analytics for the financial sector
  • Keeping abreast of industry trends, emerging technologies, and regulatory developments in the financial sector to inform strategic planning, drive innovation and maintain a competitive edge in supervisory practices
  • Ensuring the well-being and professional growth of team members by providing regular feedback, coaching and opportunities for skills development and career advancement


Your profile

  • Bachelor's or Master's degree in computer science, information technology, finance or a related field
  • Proven experience (5 years) in managing full-stack development teams, preferably in the financial services sector
  • Strong project management skills with expertise in Agile methodologies and practices, particularly in the context of regulatory compliance and supervision in the financial sector
  • Good knowledge of Java and microservices-oriented full-stack development technologies, frameworks and architectures, with experience in implementing solutions for financial applications preferred
  • Proficiency in data analysis tools and methodologies, including possibly statistical analysis, machine learning and data visualisation techniques
  • Excellent communication, interpersonal and leadership skills, with the ability to work effectively with diverse stakeholders and multi-disciplinary teams
  • Demonstrated ability to prioritise and manage several projects simultaneously in a dynamic and highly regulated environment
  • Commitment to fostering a culture of innovation, collaboration and continuous improvement, with a focus on delivering high-quality solutions that meet regulatory requirements and stakeholder expectations.

The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
