New personalised training opportunities through the Skills4Job project run by ADEM and the House of Training

On 29 October, the government presented the Skills4Job project run by ADEM and the House of Training at a press conference. The initiative offers training solutions for workers in need of support.



How Skills4Job works


The Skills4Job project provides tailored support and training for jobseekers who are registered with and receiving benefits from ADEM, aged 30 and over, and who have prior professional experience but whose skills need to be updated (upskilling) or redirected (reskilling) in order to promote a sustainable return to employment.


The project’s strategic objective is to reduce "the skills gap" by developing targeted skills in occupations and sectors facing labour shortages, identified based on labour market analyses carried out by ADEM. Skills4Job therefore addresses a dual challenge: supporting the professional repositioning of jobseekers while meeting the concrete recruitment needs of companies in Luxembourg.


Alongside upskilling and reskilling, participants also receive support in strengthening transversal skills that are essential to employability, in particular digital, behavioural and collaborative skills. These transferable skills are intended to facilitate professional integration across different working environments, regardless of the sector.


The Skills4Job project is led by ADEM, which is responsible for selecting beneficiaries, validating professional projects and financing the tailor-made training courses. However, it is the result of close collaboration with the House of Training, which delivers the entire operational and educational component.



A large-scale project supported by the European Union


The Skills4Job project is co-financed by the Luxembourg State and the European Union. The EU contributes through the European Social Fund Plus (ESF+), which aims to invest in human capital. It finances projects led by local stakeholders (both public and private) that seek to improve citizens’ skills in order to facilitate access to the labour market and reduce inequalities. Among other things, the ESF+ invests in supporting jobseekers, young people or disadvantaged individuals, people with disabilities, as well as initiatives promoting equality between women and men.


For ADEM, Skills4Job represents a complementary lever to existing schemes aimed at strengthening the employability of jobseekers. It fully aligns with ADEM’s range of services by providing a targeted response to the challenges posed by changes in the labour market, and can benefit an increasing number of jobseekers as the scheme expands and gains visibility.



Skills4Job at a glance


  • The project has a budget of €2.9 million (including €1.07 million funded by the ESF+), making it a large and highly significant project for Luxembourg.
  • 16 sessions lasting between 6 and 8 weeks have been organised.
  • Since its launch in 2022, around 570 participants have benefited from the programme.
  • 86% opted for upskilling and 14% for reskilling.
  • 54% subsequently found employment, 94% of whom did so following upskilling.
