To strengthen the Public Tenders Service, the University of Luxembourg is recruiting a Procurement Officer to support IT and other material groups, who will work under the supervision of the Team Leader for Public Tenders, and in close collaboration with our senior procurement officers.
Your role
- Assist in setting up specifications and issuing invitation to tender in accordance with internal procedures and Public Procurement Law
- Manage all aspects of public tender procurement including preparation, issuance, assessment and award of vendors ensuring compliance with relevant regulations
- Publish invitations to tender on the PMP platform for public procurement contracts and monitor requests to participate and the deadlines set by the regulations.
- Evaluate bids, negotiate prices (as needed), select qualified suppliers and monitor orders
- Set up and review of contracts for suppliers and handle complaints
- Contribute to the development of a comprehensive procurement strategy for the assigned material groups, including need analysis and sourcing
- Maintain effective communication with all relevant stakeholders and provide guidance on procurement process
- Participate in the continuous improvement of public tenders process and commercial contracts
Your profile
- You hold a university degree in Procurement or a related field
- You have at least 2 years' experience in a similar role
- Proven experience in procurement or contract management ideally in public sector, or related functions is an advantage
- Proficient in Microsoft Office 365 applications
- Familiarity with procurement software or ERP systems is an advantage
- Customer-focused and have good negotiating skills
- You are committed, rigorous and results-oriented
- Perseverance, initiative and team spirit are your hallmarks
- Proficiency in French (C1) and very good command of English (B2) is required
