Mission

As part of the implementation of the management succession plan within the “General Secretariat” (SG) department, the CSSF is seeking a full-time Department Head (m/f).

Role & responsibilities

  • The Department Head of the General Secretariat :
    • Coordinates the implementation of the General Secretariat's missions at the CSSF, including the legal qualification of activities under the Law of 5 April 1993 on the financial sector, external and internal communication, relations with the press, and the development of financial education ;
    • Advises management by proposing measures to improve the CSSF’s operations, particularly on cross-cutting topics and knowledge management ;
    • Organises the secretariat of the CSSF’s Council and Management Committee ;
    • Represents the CSSF before national and international institutions related to its service activities, and oversees preparatory and follow-up work ;
    • Leads and coordinates the activities and projects of the service, managing its members ;
    • Reports to the CSSF’s General Director ;
    • Ensures continuity of the missions entrusted to the service ;
    • Identifies risks related to the service’s activities (e.g., reputational risk, error or fraud risk) and takes appropriate preventive measures.

Your profile

  • University degree (Bac +4 / Bac +5) in law, economics, finance, or business administration and management ;
  • Proven professional experience in management and financial sector supervision ;
  • Strong knowledge of the regulatory framework applicable to the financial sector, particularly the Law of 5 April 1993 on the financial sector and its interaction with cross-cutting topics ;
  • Excellent written and spoken French, German, and English; oral proficiency in Luxembourgish is an advantage ;
  • Strong managerial, writing, analytical, and synthesis skills ;
  • Ability to manage multiple ongoing cases simultaneously ;
  • Rigor and organizational skills ;
  • Good interpersonal and communication skills ;
  • Flexibility and initiative ;
  • Proven team management experience and ability to work independently.

The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
