ADEM (Public Employment Service in Luxembourg) has published its annual list of occupations facing severe labour shortages, highlighting the roles most sought after by recruiters, with very few suitable candidates available.
How is the list defined?
ADEM’s list of occupations facing severe labour shortages is updated during the first quarter of each year. It is based on data from the previous year. The data taken into account by ADEM includes the number of vacancies reported to ADEM, the number of registered jobseekers in the same occupation, as well as the number of vacancies for which no suitable candidate matching the required profile could be identified. This year’s list includes 20 occupations, down from 22 in 2025.
List of shortage occupations:
Banking, insurance and real estate:
- Credit and banking risk analysis
- Banking client relationship management
- Financial markets front office
Construction and public works:
- Roof installation and restoration
Industry:
- Management and engineering studies, industrial research and development
- Industrial quality management and engineering
Installation and maintenance:
- Installation and maintenance of industrial and operational equipment
- Industrial mechanical maintenance
- Vehicle body repair
- Patient hygiene and comfort care
- General nursing care
Personal and community services:
- Social work
- Early years education
- Social and educational support
- Legal defence and advisory services
Business support:
- Financial analysis and engineering
- Audit and financial accounting control
- Information systems administration
- Technical expertise and support in information systems
- IT development and software engineering
These occupations have been defined and classified according to the ROME (Répertoire Opérationnel des Métiers et des Emplois) occupational classification framework.
