Your role

The Outsourcing Officer is the person designated under Art. 36 of Circular CSSF 22/806 (as amended by Circular 25/883) to manage, on a day-to-day basis, ADFSL's outsourcing relationships — as required for a CSSF-regulated specialized PSF — across all outsourced functions, with a particular focus on ICT/IT arrangements. The Officer acts under the authority of the relevant Conducting Officer(s), including the Conducting Officer in charge of IT ("IT CO") for IT-related matters.

Sitting within the first line of defense and anchored in ADFSL's outsourcing governance framework (Outsourcing Management Committee and IT Oversight Committee), the Officer works under the direct authority of the Conducting Officers and in close coordination with the IT Risk Officer and the Centralized Outsourcing Management Team. The Officer carries no oversight accountability or approval authority and does not substitute for the Conducting Officers in any governance forum.

Your responsibilities

The Outsourcing Officer's responsibilities cover:

  • Governance meetings – organizes and facilitates OMC and ITOC meetings (agendas, reporting review, minutes, action log) and coordinates working sessions with the parent company and other outsourcing providers.
  • Performance monitoring – tracks the parent company's and other providers' KPI/KCI/KRI reports, service levels, due diligence outcomes and material changes or incidents, flagging breaches, gaps or delays to the relevant Conducting Officer.
  • File review & governance support – reviews outsourcing register entries and outsourcing files for accuracy, completeness and regulatory alignment, supporting the Outsourcing Team and Conducting Officers across the outsourcing lifecycle (including CIF/NCIF assessments and sub-outsourcing notifications).
  • Escalation support – prepares structured escalation notes and flags regulatory or risk-relevant matters to the relevant Conducting Officer, the IT Risk Officer or Risk & Compliance.
  • Documentation – prepares a quarterly outsourcing oversight summary for the Conducting Officers and maintains audit-ready evidence of compliance with Circulars CSSF 22/806 and 20/750.

Your profile

  • Solid experience in outsourcing governance and vendor/relationship management within a regulated financial services environment (ideally a specialized PSF), with strong, demonstrable expertise in IT service delivery oversight and ICT outsourcing.
  • Strong technical grounding in IT infrastructure, cloud services, cybersecurity and ICT risk, allowing you to engage credibly with IT providers and specialists, while equally comfortable overseeing non-IT outsourcing.
  • Working knowledge of CSSF requirements on outsourcing and ICT risk management (Circulars CSSF 22/806 and 20/750) and of specialized PSF governance obligations.
  • Detail-oriented, organized and confident operating within a multi-committee governance framework (OMC, ITOC, IT Risk Management Committee).
  • Fluent in English; French is an asset.

Reporting line and key relationships

  • Conducting Officers with oversight responsibility for outsourcing arrangements, including the Conducting Officer in charge of IT
  • IT Risk Officer
  • Parent company outsourcing provider teams
  • Information Technology & Security, and Risk & Compliance
