Public Procurement Officer - Temporary contract

We are looking for a Public Procurement Officer for our client, a European Institution based in Luxembourg. The contract should last until the end of the year, with a possibility to be extented. Candidates with experience supporting structured services procurement activities (ideally IT services) within a large corporate or institutional environment are encouraged to apply.

Responsibilities:
- Prepare and maintain all procurement documentation required for tender procedures, including project reference forms, administrative documents, pricing schedules, and related supporting materials.
- Perform quality reviews of procurement files prior to publication, ensuring accuracy, consistency, completeness, and version control. Coordinate tenderers’ questions with internal stakeholders and support the preparation and publication of Q&A responses.
- Draft and prepare evaluation-related documentation for approval, including evaluation grids and reports. Manage communications throughout the procurement process, such as clarification requests and award notification letters.
- Prepare and issue debriefing communications to unsuccessful bidders. Support tender opening sessions and produce the corresponding official records.
- Request, collect, review, and validate supporting documentation relating to exclusion and eligibility criteria.
- Ensure proper archiving and maintenance of procurement documentation to guarantee a complete audit trail. Coordinate the execution and signature of contractual documents, whether through handwritten or qualified electronic signatures.
Your profile :
- Proven experience in procurement, contract management, or related functions, ideally within a structured or international environment.
- Strong organizational, analytical, and communication skills.
- Solid understanding of public procurement principles and procedures.
- Fluency in English (C1 level required); additional languages are a plus.
- Ability to manage multiple priorities and meet tight deadlines.
- Supplier performance management experience.
- Detail-oriented, proactive, and capable of working both independently and in a team environment.
- Familiarity with procurement software or ERP systems is an advantage.
